Who the soft grip is for
Arthritic hands. A bare metal bar has to be gripped firmly to feel secure, and gripping firmly is exactly what arthritic fingers cannot do well or comfortably. A softer, slightly textured surface gives purchase with less grip force.
Wet hands. Metal becomes slippery when wet and soapy, which is precisely when a grab bar is being used. A soft grip surface holds better under those conditions.
Cold hands. Metal in an unheated bathroom is genuinely unpleasant to grab first thing in the morning, and small deterrents like that are why equipment stops being used.
Same length, different surface
At 24 inches this supports a movement rather than a single point: getting out of a bath, moving along a tub, or rising and then stepping. The soft grip changes how it feels in the hand, not what it does.
Fixing it properly
A grab bar is only as strong as what it is screwed into. At 24 inches it will usually span two studs at 16 inch centres, which is the strongest mounting. It must be fixed into that structure, never into drywall with plastic anchors, which will pull out at the moment weight goes onto it.
